The absurdity of such a system will appear upon th statement of an illustration. Suppose A carries mail to an office named Anacostia, and P is carrier to Alexandria, a "special office." Foard says he shot to frighten the man, and did not intend to kill him. Speculation is rife as to who (Jovernor Carr will appoint to suc ceed .Senator Vance in the United States Senate.
